How to trace phone number South Africa. It is possible to trace the owner of a specific phone number in South Africa. All telephone numbers are supposed to be listed to an owner. The Regulation of Interception of Communications and Provision of Communication-Related Information Act (RICA) is a law that makes it compulsory for everyone in South Africa to register their cellphone number.
